Qatar has unveiled a new National Health Strategy (2024–2030) aimed at improving public health, increasing life expectancy, and enhancing the overall wellbeing of citizens and residents. Operating under the theme “Health for All,” the strategy reinforces Qatar’s commitment to high-quality, inclusive healthcare as part of its broader National Vision 2030 and Third National Development Strategy.
Nationwide Implementation
By the end of 2024, all major public health entities—including the Ministry of Public Health (MoPH), Hamad Medical Corporation, and the Primary Health Care Corporation—had launched their aligned strategic plans for the 2024–2030 period. These efforts reflect a unified approach to deliver top-tier healthcare services and improve population health outcomes.
Strategic Goals
Key health objectives include:
Raising average life expectancy to 82.6 years
Reducing deaths from non-communicable diseases by 36%
Lowering infant mortality to 2 per 1,000 live births
Increasing physical activity among residents to 150 minutes per week
According to Huda Amer Al Katheeri, Director of Strategic Planning and Performance at MoPH, the strategy emphasizes innovation, sustainability, and clinical excellence as it works to strengthen Qatar’s healthcare infrastructure.
A Holistic Vision
The plan focuses on physical, psychological, and social health, aiming to engage communities in preventive care while advancing both curative and rehabilitative services. The approach promotes health literacy, encourages early disease detection, and incorporates “Health in All Policies”—ensuring public health is embedded across sectors.
Al Katheeri emphasized that the strategy seeks to:
Fully digitize the healthcare system
Establish transition centers for post-hospital rehabilitation
Develop integrated care pathways from prevention to long-term care
Promote evidence-based policy through a unified national health database
Ensure sustainability through robust health financing models and transparency in governance
Innovation and Human Capital
A major focus of the plan is enhancing medical research, supporting biotech investment, and fostering public-private partnerships. The state will also strengthen its healthcare workforce by attracting top talent and improving resource allocation.
To ensure resilience in the face of public health emergencies, Qatar will implement early warning systems and strengthen crisis response capacity—building on lessons from global health events.
Inclusive and Targeted Initiatives
The strategy includes 53 core initiatives targeting various population segments, including children, adolescents, the elderly, individuals with special needs, and workers. These programs will improve access to long-term care, expand screening efforts, and support innovation in healthcare delivery.
