The Cabinet has approved a draft law regulating the partnership between the public and the private sector. Prime Minister and Interior Minister H.E. Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet regular meeting held yesterday at the Amiri Diwan. Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H.E. Dr. Issa bin Saad Al Jafali Al Nuaimi stated that Cabinet considered topics on the agenda. The Cabinet approved a draft law regulating the partnership between the public and the private sector.
The partnership between the government and the private sector shall be made under the partnership contract in accordance with the provisions of this law. The partnership shall be in accordance with one of the following regulations: Allocation of land through rent or use license, for development by the private sector, build operate transfer (BOT), build-transfer-operate (BTO), build own operate transfer (BOOT), operations and maintenance (OM) or any other form adopted by H.E. the Prime Minister, upon the proposal of the competent minister.
The Government or the competent administration may, on its own initiative or at the suggestion of the private sector, identify a project for its implementation through partnership.
Meanwhile, the Cabinet approved a draft law amending some provisions of Law No. (32) of 1995 on the prevention of damage to the plant environment and its components. The amendments come within the framework of modernizing legislation, to address the problems created by the practical reality in this area, and to tighten the penalties for violating the provisions of the law.
The Cabinet also approved a draft air service agreement between the Government of the State of Qatar and the Government of the Republic of Peru.
The Cabinet also took the necessary measures to ratify, cooperation agreement between the Government of the State of Qatar and the International Organisation for Migration, basic agreement between the Government of the State of Qatar and the United Nations Children’s Fund and agreement between the United Nations High Commissioner for Refugees (UNHCR) and the Government of the State of Qatar.
It also took measures to ratify terms of reference between the United Nations represented by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the State of Qatar and represented by the Government of the State of Qatar on the establishment of an Office for the Coordination of Humanitarian Affairs in Doha, the State of Qatar.
Cabinet took measures to ratify maritime transport agreement between the Government of the State of Qatar and the Government of the Federal Republic of Somalia and agreement between the Government of the State of Qatar and the Government of the Federal Republic of Somalia on the avoidance of double taxation and the prevention of financial evasion with regard to income taxes.
The Cabinet took appropriate decision regarding a memo by the Minister of Finance on the proposal to add representative members of General Tax Authority in a number of joint and specialized committees in the State and a memo by the Minister of Administrative Development, Labor and Social Affairs on the results of the First Council on Aging, organized by the Ministry of Family, Labor and Social Services in the Republic of Turkey (Ankara, February 2019).
The Cabinet listened to a presentation by the Minister of Awqaf and Islamic Affairs on the Waqf, which included the statement of Waqf banks and their achievements, and the challenges facing the Waqf. The Cabinet stressed the importance of the Waqf to achieve the principle of social solidarity and investing it for the development of society.
